Meet our founders

New Beginnings Child & Adult Services LLC was founded by Passion Payne and Willis Payne, a husband-and-wife team united by a shared vision of creating safe, supportive, and welcoming environments for individuals and families in need of stability, compassion, and a genuine sense of belonging.

The Paynes believe that everyone deserves more than simply a roof over their head. They deserve an environment where they are treated with dignity, valued as individuals, and given the opportunity to experience comfort, independence, and peace of mind.

Passion Payne brings a strong background in advocacy, leadership, employee representation, and protecting the rights and well-being of others. Her commitment to serving vulnerable populations, promoting fairness, and standing up for those whose voices may otherwise go unheard is an important part of the foundation upon which New Beginnings was established.

Willis Payne, alongside his wife, shares a dedication to building a meaningful, family-centered organization rooted in compassion, respect, stability, and community. Together, their vision is to establish a residential environment where individuals are not simply accommodated but welcomed, respected, and supported.

Through their Independent Shared Living Housing Program, the Paynes seek to bridge the gap between independent living and the need for additional support. Their goal is to provide comfortable, fully furnished accommodations and essential household amenities while encouraging residents to maintain their independence, personal dignity, and quality of life.

Their vision extends beyond adult supportive housing. New Beginnings also plans to expand into respite and long-term residential care for children in foster care, providing a safe, nurturing, and structured environment for children experiencing difficult life transitions. This future initiative reflects the founders’ belief that every child deserves safety, stability, encouragement, and the opportunity to thrive.
